In Belgium, early-childhood care is a Community-level competence, and the rules differ by Community. In Flanders, the Licensing Decree of 22 November 2013 (arts. 40 and 43) requires every child carer and every responsible person to hold a certificate of life-saving action with children ('levensreddend handelen bij kinderen'), renewed every three years. In the French Community, the order of 2 May 2019 (ONE) relies on qualified, diploma-holding staff and preventive medical surveillance, without demanding an explicit first-aid certificate.
